Summary: Make more use of the Error Manager

Initial Comment:
We should review all of the errors/warnings/notices in 
QuesaErrors.h, and make sure they are all posted at least once 
(and ideally as often as possible).

Presumably QD3D will post each constant in at least one situation, 
so we should try and identify when these errors could be 
generated.
