Summary: Finish unified viewer

Initial Comment:
The viewer was once a distinct library, and available with two APIs 
for Mac Windows.

For Quesa we have a single unified viewer API, which is exported 
by the main Quesa library.

This process needs to be completed, so that the unified viewer is 
finished off and all of the previous Mac/Win APIs forward on to the 
unified viewer APIs.

In adittion, the older viewer _GetVersion calls should be redirected 
to call Q3GetVersion/Q3GetReleaseVersion so that we lock the 
viewer version number to the main library.
