[Quantlib-dev] Is class PiecewiseConstantParameter fully implemented?

Hello:

I'm interested in using the PiecewiseConstantParameter class, but don't
see any examples of usage within the code (3.14).  Furthermore, the
constructor "PiecewiseConstantParameter(const std::vector<Time>& times)"

does not see to allow input of the actual parameter values associated
with each time.  Am I missing something or is this class not fully
implemented?
