[Quantlib-dev] Effective posting similar to boost

Hi all,

this issue might be or is not directly related to quantlib, but i will 
still start this discussion anyway.
Many members in this community have a full time job. So time is very 
rare for everyone here.
If it is possible, when writing a message, please try to save the 
reader's time.
