#43 Insert template rule

It does not seem to be possible to insert a template rule into templateprocessing except at the end. Unfortunately, we need to be able to insert these anywhere in templateProcessing. (In 0.8.6, try adding a setTemplateValue on variable iB (having declared it) immediately after iA is set.)

Similarly, response processing rules cannot, it seems, be inserted except at the end.
