#40 Limit on number of tests visible

There appears to be a limit on the number of tests visible in Constructr. This caused some problems as e-Assessment Live, where workshop participants could not add a test as instructed in the worksheet.

In fact the tests are created, but only the first 10 or so are displayed, so the restriction on the list needs to be removed to enable users to see their tests.

On the other hand, it is not a good idea to be able to access any test in the system; Leslie and I were able to create tests independently and then without changing machine simply edit each others' tests. This is not sensible! My preference would be to have only one's own current test in the editor, and not to be able to see any other tests.
