When configured with multil-scaled maps, if one of the
middle layer maps are missing, the display will appear to
lock up and not switch to the more macro scale (zoom
out) maps. It will however zoom in to the more micro
scaled maps, so its not really locked up.
When the missing map is returned, it works normally.

If there is no map (which covers the current position)
with the same scale, qpegps zooms out, if the scale is
lower than 2.1 * "selected scale" (=scale of "middle
map"); else it zooms in.
Is this the behavior You see ? If not, please describe the
"lock up" more detailed. Which behavior, would You prefer
? (always zoom out ? if next scale is X*"old scale" ?).

A check needs to be done to verify that the map is there. If
not, then that entry in MAPS.TXT needs to be ignored and
the next map scale processed. (Maybe throw up a "Map
XXXX.PNG is missing!" error?)
To answer your question. I would assume it would go to the
NEXT scale map, no matter what size it is. That's what it
says it does in the documentation.
