#1233 Support OpusTags in Opus streams?

QMMP supports Opus playback and ICY metadata, but it does not read OpusTags from chained Opus streams. This is a missing metadata feature for live Opus streams. Since OpusTags are the native metadata mechanism for Opus, it would be nice if QMMP preferred them when present, especially at logical stream boundaries.
