[qmc2-devel] Romanian translation

FYI: We have a second new translation within the last 24h (this time into 
Romanian), contributed by Mihai Boisteanu.

Welcome to the club, Mihai! Your contribution is greatly appreciated.

Also, I'm writing a small wiki article with the "instructions" for new 
translators so I can just point them to the wiki in the future (makes a lot of 
work to inform everyone indidually ;-)).

As with the Italian translation there's one minor issue, though: there exists 
no official Romanian translation of Qt's built-in stuff (i. e. standard file-
dialogs) in the 4.8 source tree... we'll have to find alternative translations 
for both, I suppose, or live with English fall back for the time being (again, 
the situation may change in Qt 5).
