#9 Disabling Bounce by default?

In Qmailadmin, my users have the option to "Set Catchall Bounced" - but I don't want them to do that because it generates backscatter and gets our server accused of spam.
I've been able to add a big note telling them not to click this option - but much nicer would be a way to disable that link entirely. How can i do it? And shouldn't perhaps Qmailadmin disable that by default these days?
