Yep, it's a bug.  I fixed it recently and it will be in 1.2.9.  I guess 
I should release 1.2.9 soon, it's mostly minor cleanups, but that 
language bug is a big one.

If you check SourceForge, you can find my patch under report 1242317.  
Or, go into CVS and look at the history on qmailadmin.c
