What do you think about

#try to deliver to the spam account

                to "$USERHOST/abuse/Maildir/"
        }
}

Instead of

#try to deliver to the spam account
        exception {
                to "! abuse@$USERHOST"
        }
}

? It's the same?
I think the problem is $USERHOST
(look my mailfilter.log)
