#265 TOD is sent even without specifying the TO field

Build : Beta 3

Description : If we try to send the TOD without specifying "To" field.The message "TOD has sent successful" is getting displayed.

Steps to reproduce : 1.Click the New icon
2.Create the TOD without specifying the "TO" field.
3.Click the send icon provided on the right side.
