#179 invalid assertion on all model group with minOccurs=0

There is an improper(?) diagnostic about All Group Limited potentially failing when an all model group with minOccurs=0 is used.

• summary changed from all model group with minOccurs=1 produces assertion at generation time to invalid assertion on all model group with minOccurs=0

trac/179: invalid assertion on all model group with minOccurs=0

Nothing wrong with this construct, so permit non-consuming transitions
until we have reason not to do so. This fixes the reported problem, but
diagnoses a second problem.
