Note that the bar axis is located at the baseline of the bars (the horizontal axis usually). I guess you want to change the labels at the value axis (the vertical axis). For that you might need to pass your own axis instance in the graph constructor graph.graphxy(..., y=linear(...), ...) instead of relying on the default. In this instance you create explicitly you can now specify the texter you want to use. I hope I have properly guessed your problem. If not just ask again. (A running example is also always nice to have.)
