Summary: SID/SecurityDescriptor string conversions
Initial Comment:
API functions to convert SIDs and Security descriptors
to strings and vice-versa. Two of these mirror a couple
of hand-rolled functions already in win32security
(GetTextualSid and GetBinarySid). Very handy for
storing default permissions in a database.

Thanks, Checked in, but I did an #ifdef for those 2 tokens
that failed. If these are very common, we can just add the
literals (ie, an "#else" block to the #ifdefs I added)
