Summary: Restore keypad +-* when folding disabled

Initial Comment:
Keypad '+', '-' and '*' keys are used to control folding in Pythonwin. 

When I disable folding in the "Pythonwin Options" dialog at the "Editor" tab, the keypad keys become inactive and hitting them has no effect. 

I would appreciate if they regain their original meaning of "*", "+" and "-" when folding is disabled.
