Summary: win32com.shell.shell.SHEmptyRecycleBin crashes on Win XP

Initial Comment:
win32com.shell.shell.SHEmptyRecycleBin works correctly
(it empties the trash bin) but fails to return without
a crash (read access violation) on Windows XP.

tested for builds 200 and 201.1
