Summary: Access violation in win32file.DecryptFile

Initial Comment:
On both Windows 2000 and XP, decrypting an NTFS
encrypted file or directory with
win32file.DecryptFile() crashes Python.  The decryption
succeeds, but I get an access violation "instruction
0x00000000 referenced memory at 0x00000000".  This
happens with both normal and unicode strings passed as
filenames.  win32file.EncryptFile() works fine.  I've
attached the XP debug output.

This works fine for me.  I've added it to the test suite.  I
can't find evidence of it having been fixed either - so I
don't know what the story is there.
