Summary: Add support for WSAEnumNetworkEvents

Initial Comment:
WSAEnumNetworkEvents is used to determine the state of
a socket after it has signaled an Event to indicate
that its state has changed.  Its useful for integrating
sockets with other objects (handles, events, etc) in a
main loop.

Currently, WSAEventSelect is supported, as is
WSAAsyncSelect (which is used to direct state change
notifications to a Window), but not WSAEnumNetworkEvents.

It'd be great if this could be added ...
