#736 Shell_NotifyIcon not persisting notifications in the Action Center in Windows 10

I'm using Shell_NotifyIcon to create notifications in Windows 10.

When I run my sample Python script (attached), the notification shows up along with a temporary tray icon. If I leave the notification as is without closing it or anything (which would be the case if I'm AFK), I expect it to be logged in the Action Center for my review. However, the notification just disappears leaving no trace.

Is this a bug or am I doing something wrong?
