#684 ARCGIS faling to start

Hi Mark

ARCMAP has failed after loading and using pythonwin + new Python 2.7. Some of the issues have been resolved but key functionality is not available and the Python apps have failed to uninstall. It is very important that full functionality in ARC is restored so deadlines can be met and resolution of the python issues will acheive this.
