#130 Incorrect window placement

To reproduce:

Move the taskbar (start bar) to the top of the screen.

Open pythonwin and close it several times.

Result:

Window moves to top of screen underneath the taskbar.

Expected Result:

Window positioning function takes workspace area into
account.
