#1 Need to support *attic* functionality for Progect files

Need the ability to store data from other file formats
as opaque data in Progect PDB files.

I expect the best way to do this is to store the
project wide data as compressed XML after the project
data in the appinfo block.

We can use an extrablock in the progect records to
store the opaque data.
