I just installed pyScrabble in win xp pro. could not start the server. Also, I did not find the file server_console.cfg. I have downloaded the latest version . Can u please help ?

I had the same question (where the file is), but I suspected to be it like this.. But when I start the server and go to web-admin page, I only have options to Add new bulletin, Reset ranks and Stop server. I don't see how I can add users. Any suggestions?

The file is located in your Documents and Settings\<user>\Application Data\pyscrabble directory.
You shouldn't really use the web-admin interface to add users, you should have users register through the system, just like they would on a public server. To do so:
1.) Go to Tools -> Preferences
2.) Go to the Connection Settings
3.) Add the server as an additional host
4.) On the main screen, hit 'Find Public Servers' and then have the user register on your server.
Please note that the very first user account created will be the "admin" user, so make sure its you!

Please download the 1.5.1 version. It contains a fix for the bug.
The server_console.cfg is located in your C:\Documents and Settings\<user>\Application Data\pyscrabble directory
