[Pyobjc-dev] More changes to main.m / __main__.py

I moved the autoloading framework bootstrap to __init__.py in 
Foundation -- it doesn't do anything unless the PYOBJCFRAMEWORKS 
environment variable is defined.   That variable is now defined by the 
main.m in the Web Services Tool example.   I also fixed a couple of 
bugs in the handling of PYTHONPATH.

This reduces the __main__.py to just the lines to import the various 
modules, define the classes necessary to start the app, and invoke 
NSApplicationMain().
