This file is missing from pygi-aio-3.18.2_rev3-setup.exe. downloaded from gnome github and running glib-compile-schemas rosolves the issue for anyone experienceing same issue.

sorry, i accidentally compress gtk.data.7z as zip, which setup refuse to extract...
I will re-up, download will revert to rev2 momentarily.

if you wish you can extract gtk.data.7z from installer's \noarch\GTK into gnome\subdirectory
