I am a new user.  From what I could tell, most non-ascii characters are
translated to TeX code while others are just ignored.

Isn't this a bit of anachronism?  It would be better to allow users to
select the output encoding for the bib database, especially in the Linux
world where everything seems to be UTF-8 by default.
