[Pyallegro] Python binding for jpgalleg

I wrote a really simple python binding for
http://www.ecplusplus.com/index.php?page=projects&pid=1 which I
already sent to Angelo. Just to test, I'm posting it here. I think
it should work with the pyrex wrapper too.
