I had this problem once before, and it turned out I was missing the
__init__.py file in the folder.  So "import folder.module" in python
worked, but there was no "folder\__init__.py" on the filesystem.
Adding a blank file fixed this.

So I'd check that just in case there's some craziness like that going
on.  But it sounds like your problem is different.
