I think I dropped the fixed windows size feature. It is because I add a chromium frame outside the putty page. Normally the layout is from top to putty page. It is hard to do it from the putty page to the top, considering the configuration may be changed when switching to a new tab.
So may I ask, is there a reason that you want it 80x24? Or is it ok that I simply change the default windows size and make it fit to 80*24?

I thing the size of first opened terminal window is the same as configuration window. Can you for first window (first tab) resize window instead of using the size of configuration window.
I use 14 pt font and 69x24 is very low and need to be resized for any use of terminal.
Issue is not critical but can reduce the number of "resize on open" for first opened terminal window.
