Often on the parliamentary website open quote
characters appear as a capital X.
This is one example, under a written answer on
Smuggling, but there are numerous others.

This causes trouble for computerised parsing algorithms
and looks unprofessional. There is probably a software
bug in the content management system used relating to
smart quotes (when the open and close quote look
different in the source text).

Reported to Lords Hansard Office 03 November 2003 - they
will pass this comment to their web people and get back to
me when they've worked out what the problem is. I will of
course pass on more information when I get it.

Spoke to TSO on 14 November 2003. Promised to get back to me
but will call again.

Spoke to Paul Hadlow at Commons Hansard office (call 020
7227 3000 and ask for him) today, since the problem has not
yet been rectified. He says he will contact TSO and badger
them about it, and that he is the correct person to speak to.
I will obviously call him again if (when) this isn't fixed.
