Pointed out by Ramin Nikaeen (thanks once more!):

When a call is rejected, its status is sett to BAD_CALL
and it is therefore never again available in the pool
of disconnected lines that can be reconnected.

This is a rather serious bug, since in productional
deployment of publicVoiceXML it could be misused for a
DOS attack.
