#14 100% CPU load

There is a serious performance problem in
publicVoiceXML because of polling access to events of
some threads. The CPU load is persistently high because
of these faults. Problem is supposed to be either in
the Channel Thread (WaitForConnect), in the
InputController Thread (capi20_waitformessage) or in
the OutputController Thread (main loop).
