Instead of the existing "-X" behavior to step the clock anytime the offset is greater than a threshold, my project wanted a new behavior - step at most once when the offset is greater than a threshold. This patch adds a "-Y" option to do this: step at most once, beyond that only slew the clock. Other software elements in our system reacted very badly when the clock stepped after the system started, but it could take too long to reach synchronization without any stepping.
