#32 Modified startup to start new ptpd's as slaves

We modified the start up sequence, because new systems with the same clock accuracy should not become master in the network.
(As this modifies the system time of the whole ptp network instead of a single system which joined the network)
With this patch, we checked that the new systems will become slaves and will not modify the time of the whole ptp network.

This patch will work for ptpd 1.0.0
