What is your use case - is it Android running on mobile platforms over wireless or Android on some other embedded platforms running Ethernet? Unless you are running over wired Ethernet, you are not going to get much better results than NTP, only somewhat better and that's only if you run PTPd at high message rates (16/sec +).
There is no Android port as such. Given that Android is Linux and PTPd is pure C99, you should be able to build it easily (obviously root only), I know people have done this in the past. There is no Android port as such and we don't really have plans to support Android, at least now - you are free to experiment though.
