I originally submitted this report to Inkscape here, until I realized inkscape was calling pstoedit.
In short (copied from the original issue):
I imported a sewing pattern (from a PDF file), and moved the pages around to form the complete pattern:
The output file (dxf) is complete (ie. it is a valid DXF, but misses large parts of the original file. Moving pages around (see above), in some combinations, exporting does work correctly. As far as I can see, it always drop entire figures (not some lines or other details), though it's not related to the original pages.*
There are several links in the original thread, but Nathan simplified the input file to reproduce the problem in this answer

I tested the generated DXF files in LibreCAD and (de-)caffviewer, two radically different DXF viewers.
