You can use Emacs' escaping mechanisms, for example

<!-- Keep this comment at the end of the file
Local variables:
sgml-validate-command: "xmllint -\-noout -\-valid"
End:
-->

I've tested this only to the extent that `sgml-validate-command'
actually has the string value "xmllint --noout --valid", since I'm not
using that myself.

I set my validator in xml-mode-hook, arguably not very elegant
either.
