If you're using XEmacs, see http://www.xemacs.org/Download/win32/ It comes with compiled els and DTDs and is based on psgml-version "1.2.2". I can build the PSGML XEmacs Package on Windows 2000 using cygwin to get GNU compliant "make" and other binaries to run the XEmacs package makefile. But you don't need to do this for XEmacs unless you want to work on the source of PSGML under XEmacs. The XEmacs team does feed back any modifications to the PSGML maintainer as well.
