#53 MUF program description setting

Programs are always made as a scroll...
for some MUCKs this seems abnormal.
ParallaxMUCK is a science fiction MUCK, why would we
use scrolls, there are other MUCKs that would likely ask
the same question about it.
since the description is set on creation, and appears in 3
points in the code, those three points could be replaced
with a prop check or a @tune check for the prop and
not take too many more resources, since it's a MUF
program creation routine, the only point where it would
take up abnormal ammounts of time would be on MUCKs
where @qmuf is installed for testing purposes.
