#4 Add peak picking algorithms

We should offer decent peak picking algorithms independent of vendors. We can probably re-use the existing FT/Orbi peak detection for precursor recalculation for high accuracy data, but we'll need new work for lower accuracy data. Can we incorporate some existing code from the community? How does peak picking differ between spectra and chromatograms?
