There are two PHP settings which matter: max_upload_size and max_post_size. When handling large image uploads you may also run into memory issues, so you will have to increase memory_limit. All of those settings can be changed via either php.ini or within a .htaccess file in the root of the public_html folder. You can verify that you were successful in increasing the limits by creating a .php script which calls phpinfo(), then opening that in your browser. It will show you details on your current php config. Increasing the above limits should fix your problem. If it doesn't, note that some Apache installations also limit the size of POST data. That is sort of rare, but if it turns out to be the case you'll have to dig through the Apache configs to increase it.
