#70 Exclamation points appear in outgoing bulletins

The TinyMCE editor currently removes all line breaks from when editing the HTML of an outgoing bulletin. Not only does this make the editor difficult to use for editing HTML source, but it can result in lines that exceed 998 characters, which can cause unwanted exclamation points to appear in the message:
