#44 Allow users to set up notifications for new game offers

Allow users to set a limited (up to 5?) number of notifications, such that when a new game offer is placed within a specified radius of one of their addresses, they will get a notification of the game offer in email.

The system should search notifications every time a new game offer goes into the system, to see if any notifications need to be sent.
