Can't seem to find this package anywhere for Windows;
all I can find are RPM installer packages for
Linux/Unix/Whatever. Does a Windows version of the
required .pm even exist? If so, please let me know where
to find it. Wouldn't it be possible to use one of the
standard Perl crypt libraries instead in a future version?

use full prefix http:// else it wont work.

I got mine at

Use the following command in the cmd windows to get it
ppm install http://theoryx5.uwinnipeg.ca/ppms/Crypt-Rijndael.ppd
