#5 Date::Manip should be AFTER CGI::Carp.

Yes, your install manual says Date::Manip should be
installed, however, if Date::Manip is after CGI::Carp, that
will be evident in the browser. Otherwise an internal
server error is generated, and nothing usefull is displayed.

I'm cool with it anyway (well duh, I fixed it myself!) but I
know someone else will benifit from it.
