Doing a little searching lead me to this DTD someone has developed. If we all could take a look at it and see if it fits. With a quick look I think it may be a great place to start. What we need to do is start with the language and build the software around it. At least I think that is where we should start.
It appears to be a DTD for a student project so that teachers can submit something for storage using XML.
It does not seem to have much value when compared to what project planners will need.
If you really want to create a grammar, work up use cases for each of the stakeholders I sent you. The analysis of the work-flow will produce many grammars.

Correct. I haven't been able to find a DTD for use with PM. But we can worry about this later.
