I'm involved in the gameplay aspects of Dragon, and I think that while the keyboard should be kept in mind for the basic controller, as SRKers we should also keep in mind that people use a wide range of controllers for their PC fighting games.
USB support should be as flexible as possible, also serial/printer and gameport support for those oldie-but goodie pads.
IMO though the SNES pad or Genesis 6 button pad is probably the best pad to play this sort of game on, I definitely will make either a Genny or SNES to USB or Gameport adaptor just to play it properly.
