- PostgreSQL Version:
Updated the PG version extraction routine in order to use the
_server_ side version of PG as oposed to the pgsql _client_
side version.
This is necessary because the Windows version of PG uses an
older 8.2.11 CygWin version of psql against a 8.4.x server.

Now returns the PG server version instead of the pgsql
version. In the Windows installer, an older CygWin version
